PETER LLOYD: To some extent, what was the greatest advantage for Vietnam the time that you had, the forewarning you had of what was coming?
SUSAN MACKAY: There were two advantages. One is obviously the massive coverage of what was happening in the Philippines that did get people in, there was no sense of complacency.
But the second thing is that Vietnam is a country that is well used to tropical storms and typhoons. This is the 14th storm of the season. And the government has an extraordinary level of response. They invest both in preparedness and response, and they mounted - the highest state of alert was called by the prime minister.
And so the preparations have been underway for days now. And they activated both civil and military capacities. So really this is a country that is very resilient and extremely well prepared.
